  • The Connected Coast Project will provide sub-sea high speed fibre-optic cable to communities along the BC Coast and around Vancouver Island.  Once this ‘Backbone’ fibre reaches a community, an Internet Service Provider (ISP) will connect to the fibre cable and offer internet service directly to residential and commercial properties, providing a ‘Last Mile’ connection.
  • The Connected Coast Network (CCN) is built, owned, maintained & operated under a partnership (CCN Partnership) between City West Management Corp. (CW) and Strathcona Regional District. CW, as the managing partner, primarily is responsible for all aspects of design, commissioning, maintenance and support of network infrastructure, services and third-party agreements.
  • In accordance with government policy, funding agreements with Canada (i.e., ISED and ISC) and the Province (i.e., NDIT), and with the objective to maximize benefits for communities proximate to the CCN, the CCN Partnership is committed to open access and collaboration with other internet service providers (ISPs) & resellers. The CCN Partnership recognizes its responsibility to operate the CCN in a manner that protects stakeholder interests by providing reliable & affordable network services to coastal and northern BC communities, delivered by practicing sound & sustainable business practices.

FAQ item 2

FAQ item 2 - as quoted below - gives real me cause for concern. Instead of simply acknowledging that the task is complex and that some of the project timelines and expectations were unrealistic, the failure of the project to meet its original completion date milestone is cast with positive spin. I believe such behaviour undermines the credibility and trustworthiness of the entire project.

What changes have been made to the Connected Coast project recently?
In June 2024, in consultation with our funders and community partners, we decided to extend the project’s completion date to March 31, 2025. This extension allows for modifications in our landing site strategy and route optimizations, particularly focusing on underserved communities.

Connected Coast Cable Proposed Landing Site on Lasqueti

The matter at hand specifically relates to a landing site on Lasqueti for a high capacity subsea Internet connected cable which is part of a government subsidized project known as ‘Connected Coast’. The project is basically a network infrastructure service and not a 'last mile’, ie residential service. One might use the analogy of wholesale vs retail. The landing point is intended as a connection point for other bodies looking to provide customer level service. I understand that when completed, the Internet capacity at the landing site would be available to any interested service provider: Telus, Rogers, LIAS, etc. The Internet connection at False Bay School is currently provided by Telus as part of a wide scale service agreement and so I expect that if the school wanted access to the Connected Coast connection they would again do so via Telus.
Despite the scope of the Connected Coast project being limited to a landing site and not last-mile distribution, the original form for the bylaw amendment proposed rezoning the entire island to permit public utilities in all zones in order to facilitate future last-mile connections. I believe this has now been changed and the current proposal is to rezone just the actual landing area and only for fibre optic cable.
