Apparently Shaw Direct is offering free local TV through its program (LTSS) Local Television Satellite Solution. 

Call Shaw Direct @ 1-888-554-7827 . 24 hours a day, 365 days a year. You get to sign a Declaration of not being a subscriber to any cable, IPTV or Satallite TV provider within the last 90 days and get a free receiver and dish to watch CBC Vancouver; CBC North; SRC Vancouver; Global Vancouver; CTV; CITY; CHEK. for the next three years. 

Fastest way to do this is to call them, have them email the Declaration to you, sign it, email back to them and wait for the mail.
