clarification of PRRD board obligation and procedure

There might be some confusion that I can clarify.  Powell River Regional District must, by law adopt a budget for the next fiscal year (beginning April 1) before the end of March. 

By not adopting the resolutions on NI911 and house numbering, they leave room for the board to make a decision at their next meeting that could, if we want or if they want, include one or both of these programs in the budget for 2015-16.  If it isn't included in the budget, it can't happen, even if we want it to.

Committee of the Whole will meet about the budget on March 12 and 19, and a budget willl be adopted at the March 26 PRRD board meeting.
