Looking for information on Henry Wagner "The Flying Dutchman" and William Julian

I'm a history writer uncovering the true story of Henry Wagner aka The Flying Dutchman who, in 1913, was the last person to be hanged in Nanaimo.

According to Elda Mason's Lasqueti Island Memory and History, Wagner lived on a float house on Scottie Bay in 1912 with his wife and children. His friend and accomplice, William Julian, lived in a cabin on shore near Bob Conn's place.

I'm seeking help to find more about this important story. Any information on either man would be greatly appreciated, especially a connection to Wagner's wife and children.
